As far as I am aware the workcover approval is to do with the the actual construction of the bottle and relates to the DOT numbers on the bottle.
The Hydro test is to make sure its still safe for use
Bottles cant be hydro'd unless the DOT number is workcover approved.

Thats the way i understand it but may be mistaken. Please correct me if I'm wrong.

when you get tanks tested they have a "stamp", on the bottle , also come with a certificate with all the info on , which you have to carry with the bottle, so you can show the filler it complies with regulations, big pain in butt.

what about bottles from overseas that has been hydro tested locally? ... just curios....

yes we can test them too, all they need is the dot specs on the bottle.

If that's the case, then here's the clincher. If we can get bottles from overseas hydro'd, why can't we use them at certain tourneys?

Workcover Number = So its legal to Sell and use in AUS
Hydro = So its legal to be filled
that is all

if you get them hydro'd thats to australian testing standards, the number stamped on the cylinder is the certification number for that testing facility, stating that it it certified to carry out the hydro work, the problem you may have about filling and use, is when you hydro your tank you get a certificate, stating the cylinder complys to australian standards as2337 and as 2030 as 20301 , as 20301 requires the owner to carry the test certificate to be presented to any fill station upon request, if you have this they can't refuse to fill it (or use it in a turney) i will be the first to admit this is a very grey area, but how many times have you heard this at a paintball field,"sorry mate cant use this cos its from america, but we can sell you one, from the pro shop so you can play' hmmmm, summery if you have hydro and the certificate legaly no one can stop you filling or using it, otherwise no one would be able to scuber dive, same cylinders , same testing,just bigger
