I think all Victorian paintball license holders should have received a letter from the Licensing Services Division early June 2008. This is for the benefit of everyone else who didn't get the letter (non-Victorians).
And I quote:
I wish to advise you that the Firearms Amendment Act 2007 makes change to the Firearms Act 1996, which are scheduled for implementation in July and September 2008. With specific regard to the paintball industry, the following amendments commence on 1 July:
Authorised interstate paintball marker licence holder who normally live interstate will be deemed to be the holder of a corresponding licence in Victoria for the purpose of participating in paintball gaming activities under the Firearms Act 1996 (s49(2));
Authorised interstate paintball marker licence holder who intend to permanently reside in Victoria will be permitted to possess, carry or use a paintball marker for the purpose of participating in paintball gaming activities for a period of three months from notifying the Chief Commissioner (s50);
Licence holders must inform the Chief Commissioner of any change to the 'reason for issue' of the licence within seven days of becoming aware of the change (s54); and
A Category A or B longarm licence holder will no longer be permitted to engage in sport or target shooting at an 'approved location of paintball activity' (s55 (1));
