Hmmm it is weird. Are you only banned from playing paintball in tassy or owning a paintball marker. It only playing paintball is banned then you should be able to buy one as you have a valid reason to own one such as playing interstate. Sounds like it will be a pain in arse and probably easier to get someone else to buy it interstate and you just use it.

possession of such a firearm is forbidden. but i'm guessing the problem is actually getting a B709A licence being a permanent tasmanian resident. ?????

a B709A is for importing markers/parts through customs. You need a firearms licence my friend

Yeah the B709A is for federal customs importation of firearms - which is not part of an interstate / intra Australia purchase.
If markers are illegal in TAS then its highly unlikely that a Vic dealer can transfer to another Tas dealer and a Vic dealer can't sell direct to an interstate individual. I guess that means you need to get a Vic license (if you can) or get a licensed Vic player or dealer to hold one over here and let you use it under their supervision.
We may be able to help you with the Dealer holding in Melbourne but you wouldn't be able to remove from the premises until you had the correct Vic paperwork.
We've got some casuals coming from Tas - not sure if you're one of them??? If you are then its fine to leave with us.
