Are you running macroline ?
Sounds like it's being starved of air.. or there's not alot of air getting there quickly.. I would up the reg on your cylinder.. then let the front reg meter it out.. and go a larger macroline - you can't get air there if you're running that small spaghetti junk..
yeh im running mac line, though im sure its getting plenty of air. Whats weird is if i put it up just higher than 500 psi it gets slower......

not being overly familiar with the tes.. cant offer any advice about it's internals..
here's a pop quiz.
1.) have you tried running it without the front reg, run it with the standard ?
2.) have you lubricated all internals or cleaned it since you bought it ?
3.) have you checked to make sure there isnt an o-ring or something else sticking across the air inside the tube or marker etc, that could be slowing or blocking feed ?
I know with my timmy's - I need to lube the ram and clean certain parts after every 2000 - 4000 shot's...
Could be something simple.. just that you've overlooked it - or you need to take it to someone like doug eddy ( he know's a bit about those TES markers.. ) from memory..

Do you have a spring kit? You might need a harder main spring.
